If the claim is that marijuana should remain illegal and the data is that it is harmful, then the warrant would be something like:

Warrants are typically general beliefs, and may not use all of the language of the claim, since the writer is trying to appeal to a general belief of the audience (about harmful things) in order to convince them of soemthing in a specific case (marijuana).
